Dr. Collins provides technical consulting, new business development, and project management oversight for multiple high technology software, networking and communications programs supporting commercial and military clients.  Projects range from Satellite Earth Terminal design and installation, to High Performance Computing (e.g., SGI Origin 2000, Cray and similar machines) for Electromagnetic Simulation Systems, and Integrated Systems Security projects using Trusted operating systems, multi-level networking and desktop encryption techniques.  Dr. Collins' direct contributions involve direction and systems engineering across a broad spectrum of technologies including: satellite communications (C, X, Ku and Ka-bands), wideband MMDS distribution systems, consolidation of disparate networking and communications protocols and products, advanced use of Internet and Web-based technologies, and object-oriented software development using next generation OO languages.  On-going work focuses on leveraging emerging technologies such as Voice-Over-IP, Quality of Service routing/switching, multicasting, symmetric and asymmetric security technologies, wireless Internet protocols and multi-platform simultaneous software development.

Dr. Collins' project direction activities have involved the coordination of academic research labs, government research efforts and commercial industry contractors covering a wide range of signals processing and simulation applications.  As part of Operation Enduring Freedom, Dr. Collins spent three months in Southwest Asia directing the installation of multiple Ku-band SATCOM Earth Terminals, and has direct experience coordinating US military and multiple contractor actions to accomplish time sensitive operations.  Clients supported include: Secretary of the Navy, N2 Intelligence Directorate, The Pentagon, Arlington, Virginia; Navy Information Warfare Activity, Suitland, Maryland; Scientific Research Corporation, Atlanta, Georgia; DataPath, Inc., Alpharetta, Georgia; Naval Security Group, Fort Meade, Maryland; and Communications, Inc., Perth, Australia.
